Army National Guard State Mission
At the state level, the governors reserve the ability, under the Constitution of the United States, to call up members of the National Guard in time of domestic emergencies if needed.
The Army National Guard is ready for anything—domestic emergencies, combat missions, counterdrug efforts, reconstruction, and more. Whether called by the governor or the President, Guard Soldiers are always ready and always there.
In peacetime, each state’s National Guard answers to its state leaders. During national emergencies, the President can federalize the Guard. While on federal duty, units follow the theaters Combatant Commander and, ultimately, the President.
Even when not federalized, the Army National Guard has a federal mission: to keep units trained and ready for war, national emergencies, or other needs. The Guard works alongside the Active Army and Army Reserves to meet the countrys military requirements.

The Army National Guard's state mission is perhaps the most visible and well known. Nearly everyone has seen or heard of Guard units responding to battle fires or helping communities deal with floods, tornadoes, hurricanes, snowstorms or other emergency situations.
During civil unrest, the Guard is ready to respond. Beyond that, Guard members support local communities through youth programs, health care, environmental projects, and other initiatives that improve quality of life.
